His remarks framed these funding cuts not just as fiscal decisions, but as misguided political maneuvering—where essential healthcare services are slashed, yet blame Trump is used as a convenient excuse. Couture stressed that accountability in budget decisions should be at the forefront, rather than scapegoating federal institutions when tough trade-offs are made at the state level.
