Republican state lawmaker launches plan to curb skyrocketing state college tuition rates

Dubbed the “Debt-Free Degree Act”, it would cap in-state college tuition at 10 percent of state’s average wage. It’s proposed by Republican State Sen. Mike Baumgartner of Spokane and Cheney, WA who spoke to John Carlson about how this will make college more affordable for Washington students and families.
